Anthropic, the Pentagon, and What a Real Supply Chain Risk Looks Like

ep64 cover image raw When the Pentagon labels an AI company a “Supply-Chain Risk to National Security,” it is hard not to hear alarm bells. In cybersecurity, that phrase usually points to a very specific kind of danger: a trusted product with deep access, hidden leverage, and the potential to become a path into critical systems. 

But based on the public evidence so far, Anthropic does not appear to be a supply chain risk in that traditional cybersecurity sense. There has been no public evidence of poisoned updates, malicious code insertion, adversary-controlled software, or the kind of foreign-state leverage that defined earlier cases like Kaspersky. Instead, this looks much more like a fight over contract terms, acceptable use, and how much control a government customer can demand from an AI vendor that had already become deeply embedded in national security work, according to Anthropic’s public explanation of the dispute. 

That distinction matters. If an organization hears “supply chain risk,” many people will immediately think of software compromise, hostile state influence, or a vendor being used as a covert access path. That is not what the public record currently shows in the Anthropic case. What it shows, at least so far, is a conflict over AI guardrails that could still create very real business and operational consequences for customers. 

That’s why we unpacked this story on a recent episode of Cyberside Chats, LMG Security’s podcast on cybersecurity news and strategy. The core question was straightforward: if Anthropic has been branded a national security risk, is that something other organizations should treat as a meaningful cybersecurity warning too? 

What the Pentagon Actually Did 

Anthropic’s public statements describe a dispute over two specific uses it would not permit: 

  • mass surveillance of Americans 
  • fully autonomous weapons or lethal autonomous warfare without human oversight 

In Anthropic’s February 26 statement, the company said it supported national security work and had not objected to military operations generally, but it would not agree to those narrow use cases because they were outside what current AI could safely and reliably do. 

The company’s March 5 update on where things stand with the Department of War says it then received a formal March 4 letter confirming that it had been designated a supply chain risk to national security, and that it intended to challenge that action in court. Anthropic also said the designation followed months of negotiations with the Department of War that had reached an impasse. 

This is important because the public sequence does not look like the usual opening scene in a classic software supply chain case. There was no public breach disclosure. No trojanized package. No update mechanism caught distributing malicious code. No public evidence that Claude had become a covert access path into customer systems. Based on what has been made public, the dispute appears to be about policy boundaries and contractual demands, not a discovered technical compromise. 

Why This Isn’t Kaspersky 2.0 

One reason this story has created so much confusion is that “supply chain risk” already has a long history in cybersecurity and national security. For many people, that phrase immediately brings to mind cases involving adversary leverage, deeply privileged software, and the possibility that a trusted vendor could become a technical threat. 

That is why Kaspersky is such a useful comparison. 

In September 2017, DHS issued Binding Operational Directive 17-01 ordering Kaspersky products removed from federal systems, citing concerns about ties between certain Kaspersky officials and Russian intelligence, along with the broad access that antivirus products typically have to files, processes, and privileged system functions. 

The U.S. government went further in June 2024, when the Department of Commerce published its final determination restricting Kaspersky cybersecurity products and services in the United States. That action prohibited Kaspersky from directly or indirectly providing certain antivirus and cybersecurity software or services in the United States or to U.S. persons. Commerce’s reasoning centered on familiar themes: 

  • Russia could exercise jurisdiction, direction, or control over Kaspersky 
  • Kaspersky products had access to sensitive customer data and systems 
  • code, updates, or signatures could potentially be manipulated to cause harm 

That is a recognizable supply chain theory: privileged software, foreign-state leverage, and update-channel risk. 

By contrast, the Anthropic case does not publicly present that same pattern. At least so far, the visible dispute is about the scope of permitted use, not evidence that the vendor’s software or service has been turned into a technical threat. 

What This Means for Organizations Using Claude 

Even if Anthropic is not a traditional cyber supply chain threat, this story still matters for organizations that rely on Claude or any other frontier AI provider. 

The reason is simple: AI vendors are increasingly becoming part of the dependency stack, not just the software stack. 

If a provider becomes politically constrained, contractually restricted, or unacceptable to key customers, the downstream effects can arrive fast: 

  • procurement reviews can stall or block renewals 
  • customers can ask for attestations or replacement plans 
  • legal teams can flag new compliance questions 
  • technical teams may have to rework deeply embedded workflows 
  • critical business functions can lose a tool they assumed would remain available 

That kind of disruption can be very real even when there is no evidence of malware or sabotage. 

This is the part of the story that is easiest to miss. A vendor does not have to be compromised to become a serious problem. It can become a continuity problem, a compliance problem, a procurement problem, or a customer trust problem first. 

Where the Real AI Risk Is Showing Up 

If Anthropic is not the clearest example of immediate technical supply chain risk, where should organizations be looking? 

One answer is in the growing number of incidents where AI tools are given meaningful access to code, infrastructure, or operational workflows. In those cases, the risk is not mainly political. It is technical and operational. 

A recent Amazon example helps illustrate the point. Reuters’ reporting on Amazon’s March outage described a software-code issue that caused an hours-long website disruption affecting thousands of users. A few days later, the Financial Times reported that Amazon convened a large internal engineering meeting to review a trend of incidents with “high blast radius,” including “Gen-AI assisted changes,” while tightening oversight around AI-written code and engineering controls. 

That is a different kind of AI risk story, but it is one organizations should care about right now. Once AI tools are allowed to influence production systems, code, infrastructure, or other high-impact workflows, they become part of the supply chain risk conversation in a much more practical sense. 

The lesson is not that all AI tools are inherently unsafe. It is that risk rises quickly when AI can: 

  • execute code 
  • modify infrastructure 
  • access sensitive data 
  • approve actions 
  • trigger automations 

Those are the environments where guardrails, approvals, rollback, and human review matter most. 

What Organizations Should Do Now 

The practical question is not just whether a vendor is controversial. It is what kind of risk the vendor actually creates. 

A useful way to frame that internally is to ask: 

  • Is this a technical compromise risk? 
  • Is this a foreign-control risk? 
  • Is this a continuity or procurement risk? 
  • Is this a concentration risk because one provider is too deeply embedded? 
  • Does this system have the ability to execute code, approve actions, or trigger automations? 

Those distinctions matter because they drive very different responses. A hidden compromise demands one kind of action. A vendor continuity problem demands another. A heavily privileged AI system inside engineering or operations may require a different set of controls entirely. 

This is also where practical governance matters more than slogans. Model choice matters, but architecture matters more. A frontier model wired into critical systems without strong controls will create more risk than a controversial vendor used in a tightly constrained workflow.

  • Treat AI vendors as critical dependencies, not just tools.
    If a frontier AI provider is embedded in coding, search, documentation, analytics, or agentic workflows, a legal or procurement shock can become an operational disruption. 
  • For your highest-value uses, define fallback workflows ahead of time.
    You may not be able to replace every provider quickly, but you should know how important work gets done if a key AI service becomes unavailable, restricted, or no longer acceptable. 
  • Keep guardrails in place when AI is involved in critical changes.
    AI can speed up engineering and operations, but it can also create new failure modes if approvals, testing, rollback, and human review get weakened. 
  • Inventory where AI has real privilege.
    The risk rises sharply when AI can execute code, access sensitive data, approve actions, or trigger automations. 
  • Make your teams define the actual vendor risk they are worried about.
    Technical compromise risk, foreign-control risk, continuity risk, and procurement risk are not the same thing. 

The Real Lesson Here 

The Pentagon’s Anthropic designation may be narrowed, overturned, or upheld in some form. But the larger lesson will remain: AI vendors are becoming strategic dependencies, and dependency is its own form of risk. 

That is why this story matters. Not because it proves Anthropic is a classic supply chain threat, but because it shows how fast vendor risk can shift from technical to contractual, legal, or operational.
